I don't recognise "Jerry MARTIN" as the author of this saying. It is reputed to have been on the wall in the office of Charles COLSON during his service in the Nixon Administration at the Whitehouse, circa 1972. However, if it was on a poster on the wall, then it is likely to have predated Colson. Given the vernacular of US President Lyndon B. JOHNSON, and the application of the saying to the Vietnam war, it seems likely that the saying originated from President Johnson.
