Given that Marcus T. Cicero was a Roman Orator, this is not a literal quotation. Hence, the statement would have greater impact if rephrased to avoid the use of the term 'oftener' [poor grammar]. Perhaps, "I add this, that rational ability without education has more often raised man to glory and virtue, than education without natural ability".
