I guess he's saying that actions do not come from you "thinking about what you are going to do" and then you carrying that out. But actions springs from you being ready to take responsiblity for something. Like let's say your little six year old brother is trying to earn money and you're trying to help him. Action does not come from you just thinking, "hmm, maybe I'll go help him." It comes more from you being willing and ready to take responsibility that he is your little brother and that you should help him. I guess :)
